Powers and Duties of Municipal Manager
As head of the administration, the following statutory powers and duties are assigned and delegated to the Municipal Manager in accordance with the provisions of the Structures Act and the Systems Act:
To form and develop an economical, effective, efficient, accountable and performance driven administration for the municipality in accordance with the provisions of Section 51 of the Systems Act.
 
To manage the municipality's administration in accordance with the provisions of the Systems Act and other legislation applicable to the municipality.
 
To implement the municipality's IDP, and to monitor the progress with the implementation of the plan.
 
To manage the provisions of services to communities, residents and ratepayers in a sustainable manner.
 
To control and manage the effective utilisation and training of staff.
 
To maintain discipline of staff.
 
To promote sound labour relations and compliance by the municipality of applicable labour legislation, conditions of service and collective agreements
.
 
To advise the structures and functionaries of the municipality.
 
To manage the communication between the municipality's administration and its structures and functionaries.
 
To carry out the decisions of the structures and functionaries of the municipality.
 
To administer and implement the municipality's By-laws and other legislation.
 
To implement national and provincial legislation applicable to the municipality.
 
To facilitate participation by communities, residents, ratepayers and other stakeholders in the affairs of the municipality.

Matatiele Local Municipality has lost one of its long serving employees ,Mr T Lechamochamo early during this week. Our thoughts and prayers are with the Lechamochamo Family during this difficult time. He will be remembered by all, for the assistance he rendered to all those who at some stage needed comforting and Devine intervention. May his soul rest in peace.
Freedom Day Celebrations:
Freedom Day is  annually celebrated throughout South Africa since the first non-racial democratic elections of  1994. The event reminds all of us where we come from and is a platform where democracy, peace ,unity and the restoration of human dignity is championed. This year, the Eastern Cape Provincial event was celebrated at Matatiele in partnership with the Department of Sports, Recreation, Arts and Culture. The event  was graced by Ms Angie Motshekga, Minister of Basic Education together with some Members of Parliament, the MEC of Local of Government, Mr. Mlibo Qhobosheane and the MEC for Finance and Planning , Mr P Masualle. The event was heralded  by several  build up campaigns such as sports activities i.e. football, golden games, netball, softball and indigenous games. Winning teams were given prizes by the MEC for Sports Recreation, Arts and Culture,  Ms Xoliswa Tom. The MEC congratulated all the winners and encouraged them to participate in sports in order to build a bright future.
The road to democracy was a long and difficult one. Let's all adhere to this theme "Working together to unite the nation, promote democracy and protect freedom"
IDP & PMS Unit:
The Municipal Oversight report and the IDP review 2011/2012 have been adopted by the 20th Ordinary Council which was held on the 21 April 2011 at the Matatiele Town Hall. The documents are available for public at the Municipal offices.
Deputy Minister of COGTA visits to Matatiele:
The Deputy Minister for Cooperative Governance and Traditional Affairs, Mr Yunus Carrim  visited  Matatiele Local Municipality following the successful Summit the Municipality held with  Matatiele Traditional Leaders last year. Our Municipality was selected by the National Department of Traditional Affairs as the best Municipality in the whole country that has good working relations with Traditional Leaders. The Coorperative Governance and Traditional Affairs has successfully produced a DVD which contains  visits by  COGTA to various  projects that have been funded by COGTA and run by Traditional Leaders. Chiefs Tyhali and Magadla confirmed the good working relations with the Municipality and urged the National Department to assist with ploughing equipment for rural areas.
Human Settlements:
The following people are advised to avail themselves at the Municipality, 102 Main Street in connection with their housing subsidy applications with effect from today the 05th May at 7:30am to 4:00pm.

Community Services - Fire Protection Unit:
We have once again come to that crucial time of the year "FIRE SEASON".  As we have had heavy rains, the grass has grown tremendously and we are urging all  residents in rural settlements to work in conjunction with the bigger farmers to raise fire awareness in the community. Hoping all will adhere to the fire rules i.e. no burning on weekends and on very windy days. The end of the fire season is the 31st of July 2011. NB: All the burning of fire lines must be reported to the respective fire officers in your area as the Fire Protection Association needs records of the dates when these lines were burnt.
